Why a promulgated-rate state changes your website's job

In a filed-rate state an agency can differentiate on price. In Texas it legally cannot — the Texas Department of Insurance promulgates the basic premium, and the agency down the road quotes the identical number. The Commissioner's most recent order reduced those basic rates by 6.2%, effective March 1, 2026.

So a Texas title website is not a price page. It is a proof-of-competence page. The calculator still matters enormously, but for a different reason: it shows a Realtor that you know the promulgated schedule cold and that they will get a straight answer from you without waiting on a callback.

The detail that separates a real Texas calculator from a national one is Rate Rule R-5. When an owner's and a loan policy are issued simultaneously on the same transaction, the loan policy premium is a flat $100 rather than a second full premium. Texas has no real estate transfer tax, and your calculator should say so

Texas does not levy a state real estate transfer tax on deeds. That is a genuine advantage worth stating plainly on your site, because buyers relocating from states that do levy one arrive expecting the charge and budget for it.
