Ohio levies a mandatory statewide real property conveyance fee of one mill — $1 per $1,000 of the value transferred — and it applies in all 88 counties. That part never changes.

What changes is the permissive fee. Ohio counties may levy an additional permissive conveyance fee of up to three mills, or $3 per $1,000, and each county sets its own. Most Ohio counties levy the full permissive amount, which brings the common total to $4 per $1,000 — but that is a convention, not a rule, and a calculator that hardcodes $4 will be wrong in every county that levies less.

This is the single clearest reason an Ohio title agency should not use a national calculator. A tool that applies one statewide conveyance rate produces a wrong closing estimate the moment a file crosses a county line, and in a state with 88 counties that happens constantly.
